South Australia’s Department for Education / Office for Early Childhood Development is seeking a South Australian Aboriginal business to develop an Evaluation Framework for the South Australian Aboriginal Early Childhood Strategy (launched 20 July 2026). The Framework covers what will be evaluated, how success is measured, methods, timing and reporting, grounded in Aboriginal ways of knowing, being and doing alongside complementary Western evaluation approaches.
Co-design is expected with the Aboriginal Co-design Governance Group, the OECD Aboriginal Leadership Committee and stakeholders. The engagement is about six months. At least 51% of the work must be contracted to and undertaken by an Aboriginal-owned organisation; suppliers may partner with an academic or specialist evaluator for up to 49%.
