Bid writing for Australian government tenders

Bid writing for Australian government tenders, RFQs, EOIs and panels. Written and checked by the TenderLodge team. You stay the bidder. No win, no fee.

Bid writing and tender writing

In Australia, bid writing and tender writing are mostly two names for one job. A government buyer issues a request. Your firm writes a response. The buyer scores that response against the criteria in the request. Whether the covering email says bid or tender does not change the files that have to be lodged, or who lodges them.

People search for bid writing services when they have an RFQ on the desk, a panel to join, or a consultant who described the work as a bid. People search for tender writing services when the document is a request for tender. TenderLodge writes both. We do not run them as two products with two fee tables and two standards of evidence.

The standard is the same. The response answers the questions the buyer asked, in the order and within the limits the buyer set. Claims are tied to work your firm has done and can describe. Adjectives do not stand in for a project, a date, a role or a result you can point to.

You stay the bidder on either wording. TenderLodge writes the response and the lodge pack. Your firm checks the commitments, sets the price, and lodges the bid on the buyer's portal. We do not lodge it for you, and we do not log in to do it under your name.

If you are deciding which page fits the document in front of you, use this page when your firm or the buyer calls it a bid, and the tender response page when the document is a request for tender. The fit check, the writing and the fee rule are the same on both.

Government tender response writing

The fit check we run first

Bid or no bid is the decision before any drafting. TenderLodge reads the request for the conditions that will get a response excluded, and for the scope your firm would actually be offering to perform. That is the fit check. It is not a promise that you will win, and it is not a score dressed up as a probability.

Hard gates come first. A buyer may require a licence, a registration, a level of cover, a financial capacity, or a nominated number of similar jobs. If your firm does not meet a condition the request says is mandatory, the rest of the writing will not repair that. We tell you, and we do not paper over it with a confident paragraph.

Scope comes next. A bid that offers a neighbouring service, because the neighbouring service is what the firm would prefer to sell, is a bid the evaluation team can set aside. The fit check asks whether the work described is the work your firm does, not whether the contract value looks attractive.

Timing is part of the decision. A response that cannot be written, checked, priced and lodged before the closing time is not a response we should start. You need time to review. We need time to write from the documents, including any addendum released during the open period.

A no-bid is a result we will give you. It saves the tender window for a request you can answer properly. If the fit is there, we write. The decision is explained in plain language, against the request, not against a slogan.

What a bid pack includes

The bid pack is the response plus the lodge pack. The response holds the answers to the evaluation criteria, the method, and the schedules the buyer listed as returnable. Each answer is written to the criterion it belongs to, so an evaluator can find it without hunting through a narrative.

Evidence is specific. Where you have a past job that matches the criterion, we describe that job from the facts you give us: the client type if you can name the sector, the work done, your role, and the outcome you can stand behind. We do not borrow another firm's project, and we do not invent a referee.

Returnable schedules are completed from your material and from the buyer's template where one was issued. Attachments the buyer asked for are listed. Attachments the buyer did not ask for are not added to make the bid look heavier. Extra files can be ignored, or they can breach a page limit.

The price is yours. We lay out the pricing schedule in the buyer's format so you can enter rates and totals. We do not choose a number for you, and we do not leave a placeholder rate that could be read as an offer. An incomplete price is something you fix before you lodge.

The lodge pack then tells your team how to send it: file names, order, declarations, and the closing time in the terms the notice states. You lodge the bid. You keep whatever receipt the portal gives you. That receipt is yours, because the lodgement is yours.

Panel bids

A panel bid asks the buyer to appoint your firm to a list. Work may be offered later, in a second stage, or not at all. The application still has criteria, returnables and a closing time. Writing it as if it were a single contract, with a single scope and a single site, misses the question the buyer is scoring.

We write the panel response to the conditions for joining: the services you are offering to provide, the regions you can cover, the capacity you can describe, and the mandatory conditions the panel rules set out. If the rules say appointment does not guarantee work, the response does not pretend otherwise.

The fee follows that structure. For a panel tender, the success fee is charged when your firm is appointed to the panel through the response TenderLodge drafted. Appointment does not guarantee work or income. If you are not appointed, you pay no success fee for that application.

Later work orders under a panel are a separate decision. A panel appointment is not a blank approval for every later quote. If a work order is itself a tender response, it is assessed on its own request.

Tender writing fees, including panel rules

Fees

Bid writing on a government tender is covered by the same no-win, no-fee schedule as tender response writing. There's no fee unless you win. Up to $100,000 the success fee is $250. Over $100,000 to $200,000 it is $450. Over $200,000 to $300,000 it is $1,000. Over $300,000 it is 3% of the awarded value, capped at $100,000. Amounts are ex GST.

Winning means a person has confirmed the award, after you opted in and accepted the terms before lodgement. A possible match on a contract notice is not that confirmation, and it does not charge a card. If you do not win, you pay no success fee for that bid.

Nothing on this page is an upfront bid-writing invoice. The optional capability statement is the Tender-Ready Pack, quoted as a fixed fee before that separate piece of work starts. Read the fees page for the schedule in one place, next to the panel rule.

Questions about bid writing

Is a bid writer a different person from a tender writer? At TenderLodge, no. The same team writes the response, whether you called it a bid or a tender. Who lodges it? You do. What if the bid loses? You pay no success fee for that tender.

Do we write bids for councils as well as for departments? Yes. A council RFQ is a government request with a closing time, and it is written the same way: to the questions asked, from evidence you hold, lodged by you.

Where are we? Greenvale VIC. The writing is for firms across Australia, by email. We do not invent a local office to match the buyer's city.
